If you receive this message, then your computer is unable to reach Duo's systems and you have not set up Offline Access yet.
This means either your computer is offline, or Duo's systems are down. If you believe the issue to be the latter, please create a helpdesk ticket so OIT can confirm and send out a notice to the community.
If you have not yet setup Offline Access, please refer to this document on how to set it up.
